Your Meet & Confer Agreement is the main way HOPE members can both make and keep long-lasting changes to pay, benefits, and policies.
Your HOPE Negotiating Team is elected per the Constitution and Bylaws and serves to push on the priorities that City workers identify throughout the process. But, how will they know what you care about? And, how can you influence Negotiations from your worksite?

The main purpose of a CAT is to connect the Negotiating Team to every City worker!
The CAT team makes sure HOPE members can have strong showings with actions like surveys, stickers/buttons, City Council visits, and more, All of these actions help support the Negotiating Team and win the best Agreement possible.
Additionally, the CAT team is the main conduit for HOPE members to share ideas and concerns for Negotiations. As a Union, members take this process on every 3 years, and each bit of progress builds from the previous Agreement.
Here's a recent history of progress made!
- Raises:
- 2024 M&CA: Around 11.5% per 3 yrs; $116/bi weekly increase (around 4.5% for most), 3.5%, 3.5%.
- Percentages vary as the 1st year was a lump sum, not a percentage. Lower pay grades saw up to 18% increases.
- Minimum wage increased to $18.00/hr by FY 2026. ($16.75/hr in FY 2024, $17.25/hr by FY 2025)
- 2021 M&CA: 9% over 3 yrs; 3%, 3%, 3%.
- Minimum wage increased to $14.50/hr.
- 2018 M&CA: 6% over 3 yrs; 3%, 2%, 1%.
- 2024 M&CA: Around 11.5% per 3 yrs; $116/bi weekly increase (around 4.5% for most), 3.5%, 3.5%.
- Other Wins and Protections:
- Union Presence with 48-hour notifications!
- Grievance rights for Level 1 Corrective Actions, Passed-over-for-promotions, etc.
- Increased Communication.
