2027 Meet & Confer Negotiations Member Survey

HOPE members are the "Supreme Governing Body" per the Constitution and Bylaws, and must set the direction for how HOPE moves forward. That is why this survey will govern the creation and implementation of the Negotiating priorities for HOPE members.

Per Article 1.02 in the Meet & Confer Agreement, every City of Houston Employee is in the Bargaining Unit and shows their support either for or against HOPE member proposals.

NOTE: The Bargaining Unit does not include Elected Officials, Department Directors, and Classified members of Police and Fire.

Because City Employees make up the Bargaining Unit, everyone is a part of the Negotiations process and will shape what the next Agreements look like.

HOPE members are naturally on the side of increased wages, better benefits, and policies and procedures that work for everyone. Unfortunately, City Employees who are not members send a clear message that they are AGAINST these priorities.

NOTE: In order to ensure members' resources are used wisely, only responses by current HOPE members will be recognized.

Whose side are you on?

Your Contract Action Team (CAT) serves as the bridge between your Elected Negotiating Team and every HOPE member across Houston. This process DEPENDS on the activity of members everywhere to be successful, and the CAT will help make that happen!
