2027 Meet and Confer Negotiating Team Election

The authority for meet and confer shall be vested in the negotiating team which shall be elected by the membership.” - ARTICLE XV - MEET AND CONFER, HOPE Constitution & Bylaws

The Meet & Confer Negotiations process is mandated by Article XV in the Constitution & Bylaws. HOPE is a member-driven union, and an election process helps make sure members have a say.

The Negotiating Team has 20 total members, of which 4 are the HOPE officers of President, Vice-President, Secretary, and Treasurer. The remaining 16 seats were filled by this election!

The election concluded on Saturday, September 12th, 2026, and as such, your Negotiating Team is as follows:

Gwen Alexander (Public Works), Samantha Barnes (Aviation), Jamie Harris (HPD), Russell Harrison (Solid Waste), Carey Johnson (Solid Waste), Sandra Otoya (Fire), Kara Parker (HEC), Ivan Prater (Health), Carolyn Presley (HPD), Joseph Reyes (Aviation), Maria "Penny" Sanchez (Aviation), Jose Soto (Municipal Courts), Doneshea Stephens (HEC), Rachel Stout (Library), Daishia Williams (Fleet), Manuelita "Mana" Williams (Finance)

The Negotiating Team is only as strong as the membership. There will be several actions and opportunities to support the HOPE priorities this Bargaining session.

HOPE members are encouraged to participate at every level of this process, including joining the Contract Action Team (CAT).

The CAT is vital to keeping members connected to the Negotiating process so they can know what's going on. Additionally, the Negotiating Team is going to need support from the membership, and CAT members can help!
